A space-lift rather than just a face-lift, this design was not shortlisted among an array of typical make-up design cartoons. For the crude Soviet realist housing of the abandoned former secret naval base of the cold war in Latvia, an international jury could not help but prefer typical late period pastiches over facades that register chances for real housing plan improvements as contributions to inhabitants. Simply adopting this brutalist prefabricated concrete panel system is a lost chance at times when the superficial weighs more than in-depth qualities of space and light.
